ITALY: THE MINISTRY OF HEALTH REACTIVATES THE DEROGATION PROCEDURES ART.55 FOR 15 DAYS FROM 9 OCTOBER 2020.
Through a decree of 7 October 2020, the Italian Ministry of Health communicates that the applications for derogation procedure of art. 55 (1) BPR of biocied products (PT1-PT2-PT4) can be yet submitted, but with new methods which also include the payment of stamp duty.
Products with a WHO identical composition are considered approved with a tacit agreement mechanism after 15 days from the submission of the decalaration according to Annex 3.
Even the products for which an application has been sent by 15 July 2020 are considered approved with a silent consent mechanism after 15 days from the submission ofthe declaration according to Annex 4.
The labels must contain the specific indications described in Annex V.
The validity of products already authorized will be extended by 180 days from the expiry date of the temporary authorization issued, without making changes to the already authorized labels.

ITALY: THE MINISTRY OF HEALTH SUSPENDS THE DEROGATION PROCEDURES ART.55 FROM 15 JULY 2020.
Through an official note issued on 1 July 2020, the Italian Ministry of Health announces that the applications for authorization in derogation of disinfectant products (PT1-PT2-PT4) submitted after 15 July will no longer be taken in charge due to the absence of the absence requirement / lack of alternative means referred to in Article 55, par. 1 of Regulation (EU) no. 528/2012.
After this date, the procedures for issuing new authorizations for PMCs production plants and those for issuing authorizations for placing PMCs disinfectants on the market will resume their normal authorization procedure.
More than 100 new products have already been authorized and an additional 250 authorizations are expected to be released in the coming months. Since access to these products is now guaranteed for both healthcare professionals and citizens, emergency authorization measures will be suspended.
Companies interested in still using the derogation procedure are invited to complete their applications as soon as possible. RNI srl is available to support companies in this process.

24 June 2019 – All registration dossiers will be checked by ECHA by 2027 , Helsinki
ECHA will start evaluating 20% of the registration dossiers in each tonnage band to improve the compliance of existing registrations but by 2027 all dossiers will be subject to control.
The goal for the near future is to screen all the files in the tonnage band exceeding 100 t/y by 2023 and all the files between 1-100 t/y by 2027.
The work plan consists in the examination of all the registration dossiers submitted by the May 2018 deadline as follows:
- by 2020 for substances registered over 100 t/y;
- by 2023 for substances registered over 100 t/y;
- by 2027 for substances in the tonnage band 1-100 t/y.

15 November 2018 – One Login and many features, Helsinki
From 15 November 2018 the same login credentials may be used for managment of all the features of ECHA Portal. Once you are logged in, you will be able to follow your substance and see which regulatory processes concern the substances that are important to your business. If you alredy have an account in REACH-IT, R4BP or ePIC, you will be able to use your existing credentials to log in and start using the new features only adding the specific roles requested for your interest to the “user”. The same credentials will work with the IUCLID, Chesar, Newsletter and Poison Centres' websites. The accounts you may previously have had for these websites will no longer work, so you will need to create a new one.

28 MARCH 2018 – Italian Task Force aiming to obtain the National Authorization of Sodium Hypochlorite Biocidal Products, Milan
Sodium Hypochlorite is one of the most widely used active substances in the biocide sector, both for consumer and industry markets. On the 26th June 2017, at the Federchimica Auditorium in Milan, TEAM mastery & Centro Reach launched the “Sodium Hypochlorite Task Force for Biocidal Products” to obtain the Italian Authorization, in accordance with the Regulation (EU) No 528/2012. During the transition period from the Directive No. 98/8/CE to the Regulation (EU) 528/2012, TEAM mastery/Centro Reach will promote and manage the Task Force constitution process facilitating market entry and protecting users and customers. Goals, advantages and dynamics involved in the process have highlighted the strategic relevance of this collective action in terms of costs reduction throughout the authorisation process; key factor is also the number of companies involved into the Task Force.
The Sodium Hypochlorite Task Force meets again next March 28, 2018, at the end of the same from about 15 hours, the meeting will be held for companies interested in the newly-born Calcium Hypochlorite Task Force.

ECHA has published the latest periodic update of the Candidate List (SVHC), which now consists of 174 substances. Please note the update on Bisphenol A (BPA), now considered as endocrine disrupter for humans, according to France's proposal.
